Initiative a k a VANCTRAWACT, the Human- Rights NGO fervently committed to the
repositioning of the rather neglected, abandoned, forgotten, cheated,
marginalized and relegated Federal Government established Paramilitary
Organization, the Traffic Warden Service, through the enforcement and
implementation of the judgment of the Court of Appeal, Kaduna that granted
autonomy to the Service on the 18th May, 2000.
The NGO, committed to make her vision come to
reality has embarked on several incentives to present the Traffic Warden
Service matter logistically and appropriately. Only recently, the NGO sponsored
the Traffic Warden Service Bill through the National Assembly, seeking the
formal de-merge of the Service forthwith from Nigeria Police. The Traffic
Warden Service Bill is treated with dispatch as it appeared in the
Extra-ordinary Gazette of the National Assembly Journal. The NGO secured 1st
and 2nd Reading of the Bill in both Chambers of the National
Assembly respectively. The NGO has also created a lot of innovative changes in
the Traffic Warden Service, by developing the Service Organogram, created the
Service Flag, modified the Cap Badge, designed the top Hand Badge and other
Badges for the Service; she designed three more Uniform (Liberty Uniform.
Provost Uniform and an all-Yellow Ceremonial Uniform for Officers and a
combination of Yellow Jacket/Black Trouser for the Rank/file) and Leg Anklets
that add glamour to the Service. The NGO designed a Track Suit for Sports
Personnel, a Cardigan for Personnel use and Trainees’ Uniform for the Service.
She changed the colours of the Belt to Orange. While the Ceremonial Caps are
all-Yellow, with feathers also designed in the Service colours.
In working closely to her vision and commitment,
the NGO, having recognized the financial implication and the involvement
required to get her vision through, especially as the 2016 Budget did not
capture the Traffic Warden Service as an independent Organization, the NGO has
to meticulously launch an Appeal Fund/Foundation under the Traffic Warden
Service Project, to enable her achieve the aim of a successful take-off for the
Traffic Warden Service, within the shortest possible time. It has to be made
clear that, in recognition of the tremendous work done, the NGO’s transparent
activities, the vision she has for the Traffic Warden Service, as demonstrated
and, the mass employment opportunity the NGO is proactively propagating for the
nation through the Traffic Warden Service Project, the NGO has been transmogrified
to form the Transitional Management Committee (TMC) and given the mandate to
manage the Traffic Warden Service for a stipulated period of time, from when
the Bill becomes an Act of the National Assembly.
Of course, the NGO has to be given such a mandate
for the obvious reason that, there had been such demonstrated discourteous act
of official sabotage, unnecessary influence, circumvention, stunting,
stagnating, official dereliction, outright abandonment, mismanagement,
dishonesty and rebellion that had been in the character of most unpatriotic
Nigerians, where programmes of this nature are either deliberately made to
fail, killed or intentionally allowed to rot without achieving the original purpose
and the desired goal for which such projects were established.
N2.5trn is a tip in the iceberg, considering the
enormous work the NGO has to undertake in building and developing the Traffic
Warden Service from the Service unfortunate state of nadir. The NGO has already
set in place a pioneer Administrative Team for the Service that would hopefully
take-off as soon as the Bill becomes an Act, in few moment of time. The Service
is expected to recruit and/or enlist 1,400,000 intakes and Personnel into her
Workforce, thus creating mass employment and job opportunity to the people.
It is no longer a story that, the Traffic Warden
Service has no officially appointed Leadership Structure in place, no Office
accommodation anywhere throughout the federation, no budget allocation, neither
has anything like Spoke or Bicycle ever been appropriated to this so-called
Service. The Traffic Warden Service has been terribly neglected, relegated to
the background, overwhelmed, deprived and blocked from enjoying any form of
development and opportunities in the Public Service. while her official
function is encroached upon by all manner of untrained Agencies, making the job
of intra-city road traffic control function so cheap and the job of every Dick
and Harry, in the society.
Don’t ask me who caused Nigeria such a terrible,
unimaginable waste of human and economic resources and abysmal failure? The
story is there, as told in many Headlines.
Support the NGO. Support the liberation of this
moribund Organization, to be effectively repositioned back to her statutory
function on the road. Support the NGO to create mass employment and job
opportunity in the country. Donate your widow’s mite. A droplet of water makes
an ocean. Together, we shall build this country to a nation we all shall be
